Manual Audit of Election Returns

During a meeting of PPCRV Pampanga officials this afternoon, one issue was brought up regarding the reliability of the PCOS machines on election day itself May 10, 2010.

The machines will be outside of their ideal environment whose consequence no one can predict.

It was brought up in the meeting that there is a standing Comelec policy that a manual audit of 5 PCOS machines per congressional disctrict will be conducted upon closing of the precincts on May 10. That would total 20 PCOS machines for the province of Pampanga.

It is essential that the 20 machines be chosen in random, similar to a raffle or the same way they obtain result in our own Philippine Lotto.

Lotto uses this mechanical device to allay doubts with the integrity of the procedure.

The Parish Pastoral Council for Responsible Voting (PPCRV) releases partial and unofficial precinct results based on 2,214,129 votes, as of 7:16 p.m.

The data is broken down as follows:

Benigno Aquino III, 86, 990 or 34.99 percent; Joseph Estrada, 67,943 or 27 percent; Manny Villar, 55,639 or 22.7 percent; Gilbert Teodoro, 27, 917 or 9 percent; Eddie Villanueva, 7947 or 3.19 percent.

As of 7:16pm.

Summary of Telephone Reports

As of 7:10 PM, of the 436 telephone reports that the PPCRV Media Center has received, the highest number were on precinct complaints at 166 or 38.07%; followed by 133 or 30.50% on precinct inquiries; 43 or 9.96% on PCOS malfunction; 23 or 5.27% both on positive comments and miscellaneous other details; 18 or 4.13% on violence; 16 or 3.67% on vote buying; 10 or 2.27% on PPCRV related issues; and 4 or 0.91% on brownout incidents.
